Community Concerns Involving UEA Students
Residents may occasionally experience disturbances linked to privately rented student accommodation. These can include:
Excessive noise, including loud music or late-night parties
Gatherings that spill into the street
Anti-social behaviour
Activity that may constitute a criminal or public order offence
Some level of everyday household noise is expected in residential areas. However, where behaviour goes beyond what would reasonably be considered normal living activity, there are external agencies with the appropriate powers to investigate and take action.
Reporting to the Appropriate Authorities
In most cases, concerns should first be directed to the relevant statutory authority. These organisations are able to respond promptly and, where necessary, take enforcement action.
Norwich City Council
Norwich City Council can investigate incidents that are not considered to be normal everyday activities or household noise. Noise or nuisance behaviour (which includes parties held entirely inside or within the boundaries of the property) can be reported to the council online, or by calling 0344 980 3333.
Norfolk Constabulary
Norfolk Constabulary can investigate anti-social behaviour and seek ways to prevent it happening again. Their Reporting Form can be used to make a report to the Police in non-emergency situations, which can include gatherings that have spilled out on to the streets, potentially causing public order offences.

Contacting the Student Conduct and Complaints Team
The Student Conduct and Complaints Team acts as a point of contact between the University, its students, and the wider Norwich community.
The Student Conduct and Complaints Team are only able to investigate cases where students have breached the UEA General Regulations for Students.
If UEA students are identified as having breached the University’s General Regulations for Students, they may be referred to the University Disciplinary Process.
If you believe those involved in a disturbance are UEA students and have already contacted the relevant external agency, you may also email community@uea.ac.uk with the following information:
Your name, residential address and email address
The address of the residence in question
The date and time of any disturbance
The nature of the disturbance
Details of any organisations contacted (e.g. Norwich City Council or Norfolk Constabulary), including reference numbers
Supporting evidence, such as photographs, videos, or a police crime reference number
The University may be unable to proceed with an investigation without sufficient information and supporting evidence.
The Student Conduct and Complaints Team will make a fair and impartial assessment of all complaints received and asks that concerns are raised with an appropriate level of tolerance.
While we take all complaints seriously, we are not able to provide updates on any investigation that may take place.
How Your Information May Be Used
To look into concerns properly, we need to share details of the complaint with the student(s) involved. This may include your name, address and the information you have provided.
We understand that raising a concern can feel sensitive. However, in order for a matter to be considered fairly, students need to understand what has been reported and have the opportunity to respond.
We will only share information where it is necessary to progress the investigation and consider the allegations, and all personal data will be handled carefully in line with the University’s data protection responsibilities and retained for a period of 12 months following the completion of the current Academic Year.
