RE: Environmental Information Regulation 2004 Request – Asbestos in Buildings at the University of East Anglia

I am writing to make a request under the Environmental Information Regulations 2004 concerning the presence and management of asbestos within the university’s buildings. Specifically, I am requesting information on:

Question 1. The locations and types of asbestos-containing materials identified in any buildings on the University of East Anglia campus.

There have been no further updates to the list of buildings provided in this former response.

Question 2. The date of the last survey or inspection carried out to assess asbestos presence.

Our response:

The University undertakes a programme of asbestos management surveys, re-inspections and refurbishment and demolition surveys as required by legislation and estate activities.

There is no single "last survey" applicable to the entire campus, as surveys are undertaken at different times across individual buildings and projects. The most recent asbestos inspections and surveys are carried out on a continual basis as part of the University's asbestos management programme.

In addition, all known asbestos-containing materials identified within the University's asbestos register are subject to periodic re-inspection by the University's qualified in-house asbestos management team. As a minimum, all known asbestos items are inspected annually, with more frequent inspections undertaken where risk assessments indicate this is necessary.

This inspection regime enables the University to monitor the condition of asbestos-containing materials, assess any deterioration, and implement appropriate management, remediation or removal measures where required.

Question 3. Any measures taken or planned for the safe management or removal of asbestos-containing materials.

Our response:

The University manages asbestos-containing materials in accordance with the Control of Asbestos Regulations 2012 and associated Health and Safety Executive guidance. Measures include:

• Maintaining an asbestos management plan and asbestos register.

• Periodic inspections and reassessment of known asbestos-containing materials.

• Risk assessment and prioritisation of remedial actions.

• Encapsulation, sealing or repair of asbestos-containing materials where appropriate.

• Removal of asbestos-containing materials where required due to deterioration, refurbishment, demolition or other works.

• Provision of asbestos information to contractors, staff and other relevant duty holders before intrusive works are undertaken.

• Use of licensed asbestos contractors and independent analytical services where required.

• Ongoing monitoring and review of asbestos risks across the estate.

The University will continue to assess asbestos risks and undertake remedial, or removal works where necessary to ensure compliance with statutory duties and to protect building occupants, staff, students and contractors.
