FOI_26-247 Eligibility for British Universities and Colleges Sports teams

Date of response: 20 October 2026

We have now considered your request of 28 September 2026 for the following information:

Please tell me the eligibility criteria for being selected for each team sport that enters a BUCS league.

Eg for men’s football - must the player play for UEA 1s or can they play for a higher league external to UEA and still be eligible for BUS selection.

If this request is too large, please provide me with the top twenty highest sports participation for each men’s and women’s.

I am only interested in team sports not individual sports. Therefore, football, hockey, rugby, cricket, basketball.

Please inform me when the current criteria was implemented and if changed within the past twelve months, please provide the previous policy as well.

Our response:

On this occasion, it is not possible to provide all the requested information. The Act contains a number of exemptions that allow public authorities to withhold certain information from release. We have applied the following exemption(s) to part of your request.

Exemption Reason
s.1(1)(a) Information not held Requested information is not held at the time of request
s.21(1), Information reasonably accessible to applicant by other means Requested information can be obtained from British Universities and Colleges Sports (BUCS)

Exemption explanation

s.1(1)(a) Information not held

On this occasion it is not possible to provide any/all of the requested information. In line with your rights under section 1(1)(a) of the Act to be informed whether information is held, we confirm that the University does not hold any recorded information for the date the current eligibility criteria was first implemented or whether it has been changed during the past 12 months, nor do we hold any previous policy documentation.

Whilst not a policy as such, as there are nuances between sports and their performance pathways that makes a blanket policy difficult, this approach has been in place for a number of years, with our Performance Sport Manager always willing to discuss individual cases with students.

S.21 (1), Information reasonably accessible by other means

Meeting BUCS individual eligibility criteria will always be the first thing that would be looked at to ensure that a student is able to compete in BUCS fixtures for the UEA.

Assuming a student meets the BUCS individual eligibility criteria, we would then very much take an athlete-centred approach to deciding whether their participation for the UEA in BUCS fixtures is appropriate. In the example given in the question, a student may be able to play football for an external team within the FA’s National League System and still be eligible to play for a UEA BUCS team, but that decision to be included in BUCS participation would very much depend on the individual circumstances and there are a number of variables that would impact those, such as contract status, player load (e.g. minutes played and trained across various settings), injuries and recovery needs, tactical considerations, team/squad coherence and performance culture etc.

These decisions are most often taken by the coaches engaged by the UEA to run the individual sport programmes, using their professional judgement, but they may seek advice from colleagues within the uea+sport team as and when required.

We would seek to ensure that any student athlete is competing at a level appropriate to their needs, which may include with clubs external to the UEA, and is often done with communication between the UEA coaches/managers and those external clubs to ensure that the player’s welfare is considered when making decisions. We would expect students competing for external clubs in local and regional leagues to be doing so at a higher competitive level than those that the UEA teams are competing in, where that higher-quality competition is beneficial to that student’s athletic development.

Information regarding eligibility has been published, and is readily accessible on the BUCS website: BUCS REG 4 Individual Eligibility
