The framework start date was 08 January 2024. The duration is for four years.
Question 5. Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?

1. Specification
1.1 The UEA requires a Supplier to produce artwork for internal and external building information and wayfinding signage on Campus. The Supplier must manufacture, deliver, and install the signage. This includes the survey of the proposed location prior to installation.
1.2 The requirement is to include all design, manufacture, painting, delivery and installation and any other related goods and services requested. No specific volumes of work are guaranteed.
1.4 The Supplier shall provide all tools, equipment, and consumables necessary for the provision of the specified service.
1.5 All materials shall be fit for purpose and of high quality, where possible materials used shall be from a sustainable source.
1.6 All signs and materials supplied shall be new, the University will not accept reconditioned signage unless agreed in writing.
1.7 Within your pricing, you must include: Attending UEA Campus to survey site(s), design, manufacture, all proposed fixtures, and fittings required for full installation. UEA will not accept any travel and subsidies as separate fees, you must build them within each Signage Type Price, where you believe it would be applicable.
Survey
1.8 The Supplier shall undertake a survey of the proposed site(s) for signage upon request. The survey shall assess the fixings required and the proposed size of the signage if the sign being installed is not a standard item.
1.9 It is the Suppliers responsibility to ensure through a survey that the signage and fixings proposed are fit for purpose for the location proposed.
1.10 When a survey is required, the Supplier shall deploy a qualified and experienced survey technician to UEA Campus within 1-10 working days of the request being made.
Design
1.11 The Supplier shall ensure all designs are in accordance with the UEA Building Design Guide 2016 and any subsequent revisions and/ or guidance issued by the UEA.
1.12 Designs shall be issued in draft format to the UEA’s nominated representative for approval prior to orders being confirmed.
1.13 Where amendments are requested by the UEA following the receipt of draft designs, these shall be undertaken promptly, and revised draft designed resubmitted for approval.
1.14 The Supplier shall provide a template to enable the UEA to print door sign inserts to enable signage to be kept up to date as occupants change.
Guarantee
1.15 All external signage and installation shall have a design and operational life of a minimum of 25 years, incorporating the ability to update and amend information contained therein at unspecified intervals.
Lead Times
1.16 The following lead times represent the maximum lead times proposed under this Contract:
• Production of draft proposals – 5 working days.
• Manufacture and installation of signage following UEA approval of draft proposals – 3 weeks.
• Rectification and resolution following discovery of missing and/ or incorrect signage – 1 week.
• Site visit – the Supplier would ideally be on site within 5 working days of the request.
Storage and Delivery of Signs
1.17 The Supplier shall store all signs at their premises until ready to be installed on Campus.
Access and Hours of Work
1.18 Works that require drilling and other noise related operations, shall only be carried out with prior approval, to avoid disruption to staff and students. All other work of a quiet nature is expected to be carried out between normal working hours 9am to 5pm Monday to Friday. The Supplier shall ensure that access is not restricted for staff and students and shall be always mindful of their safety.
1.19 The majority of UEA installations and work, will take place in between semesters. This will include Christmas, Easter and the summer holidays. The supplier shall ensure sufficient resources are available to meet these peak periods.
1.20 The Supplier shall adhere to all relevant UEA policies, including the Contractor Control Permit Process managed by the University's Safe System of Work. Prior to any work being undertaken onsite, the successful supplier must provide the following documentation and be regularly kept up to date:
• Copies of the company/contractor(s) insurance.
• A Method of Statement for the job (MS).
• A Risk Assessment for the job (RA).
• Relevant competencies of the operatives to carry out the job.
• Completion of a UEA work notification form, (form will be provided to the successful supplier).
• And any other future safety documentation, as and when required for the safety of staff and student.
Sustainability
1.21 The Supplier shall give consideration to the lifecycle of the signage and where possible utilise the most sustainable signage.
1.22 The signs shall be capable of adaptation, such as changing room numbers etc., to extend their life.
1.23 Where possible the signs shall be capable of refurbishment and/or recycling at the end of their life.
Minimum Order Value
1.24 There shall be no minimum order value or quantity imposed on this Contract.
Question 6. Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

The contract has an optional one-year extension.
Question 7. Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
Our response:
No.
