City College Norwich has signed the UEA Civic Charter, reaffirming a strong partnership focused on inclusive education, skills and community support across Norfolk.
This signing underscores a long-standing, shared commitment to working together in new and deeper ways to support learners, skills development and regional opportunities.
The Charter sets out UEA’s commitments to listening to local voices, nurturing partnerships, widening participation, and working to align education and research to help address social, economic and environmental challenges in the region.
The Civic Charter signing took place during a visit to the college by Vice-Chancellor Prof David Maguire, Prof Claire Pike (Pro-Vice-Chancellor for Student Education and Experience at UEA) and Prof Zoe Butterfint – who has been instrumental in the work between UEA and City College Norwich, through her previous role as Associate Pro-Vice Chancellor for Partnerships and Apprenticeships.
Hosted by Jerry White and Ed Rose – the Principal and Assistant Principal of City College Norwich respectively – this visit provided an opportunity to reflect on the success of the partnership to date and to explore future collaboration focused on education, skills, civic engagement and place-based impact.
Following the signing, a spokesperson for City College Norwich said: “We are proud of our long-standing relationship with UEA and to have been an Associate College since 2006. This partnership continues to enrich learning opportunities and support the achievement and progress of young people and adult learners throughout Norfolk.
“Signing the UEA Civic Charter reflects our shared commitment to making Norfolk a better place to live and work through a broad range of inclusive educational opportunities for the communities we serve.”
City College Norwich has provided education and training for the people of Norwich and Norfolk since 1891 and has been an Associate College of UEA since 2006.
As part of this long-standing relationship, UEA acts as the validating partner for a range of higher education programmes delivered by the college, supporting high-quality degree provision within a further education setting.
Prof Johanna Forster, Associate Pro-Vice-Chancellor Civic at UEA, said:
“Our Civic Charter commits us to working in meaningful partnerships here in East Anglia, connecting the teaching and research at the University with wider society.
“Our long-standing relationship with City College Norwich brings those commitments to life – supporting learners, nurturing our communities, and strengthening education in line with regional strengths and needs.”

The collaboration is a clear demonstration of shared civic commitments between both organisations, to both the city and county.
In future, new initiatives will include innovative teaching arrangements that enable UEA Postgraduate Research (PGR) students to gain teaching experience, while supporting City College Norwich students through enriched learning and clearer progression pathways.
It is anticipated that the first recruitment of interested PGR students will take place from March 2026, with further recruitment later in the calendar year.
For National Apprenticeship Week 2026, UEA is shining a spotlight on graduate Anna Tanner, whose experience on UEA’s apprenticeship and MBA programmes helped to transform her confidence and leadership style.
