Professor Kassim joined PSI in 2007 and began his term as Head of School in 2010. He is a Co-investigator at the ESRC Centre for Competition Policy at UEA where he became Political Science Mentor in 2005. Hussein taught previously at Birkbeck, University of London (where he was head of School 2006-2007), the University of Nottingham and in the University of Oxford at New College, Balliol College and Worcester College. He read PPE at New College, Oxford, before studying for an MPhil and a DPhil in Politics at Nuffield College, Oxford. He has held visiting positions at Arena, University of Oslo, Columbia University, New York University, the Minda de Gunzburg Center for European Studies at Harvard University, and the Institut d'Etudes Politiques (Sciences Po) in Paris. He is is a member of the Transformation and Sustainability of European Political Order (Eurotrans) at ARENA, University of Oslo, and of the Advisory Board of the Observatoire des Institutions Européennes at the Centre d’Etudes Européennes, Sciences Po Paris, was a founder of the London EU Group, and has been a Visiting Professor at the School of Politics and Sociology at Birkbeck, University of London since January 2008. His research interests lie in EU institutions, the relationship between the EU and the member states, especially France and the UK, and EU policy and administration. A recipient of grants from the British Academy, the ESRC and the Nuffield Foundation, he is currently working on projects on the European Commission, EU coordination, the national coordination of EU policy in the new member states, and aspects of EU competition policy, including the ECN, state aid, national competition authorities and the institutionalisation of DG IV. He was programme organizer of the ECPR Fifth-Pan European Conference in Porto (2010) and a scientific expert serving on a jury for the LABEX call at the Agence National de Recherche in France (2010).
Hussein's research investigates the European Commission, the interaction between the EU and the member states, and EU policy and administration on which subjects he has published widely (see below). He has completed projects on the EU and air transport (with Handley Stevens), ‘Policy Instruments and the Governance of the EU’ (with Patrick le Gales), the EU and preference formation (with Dionyssis G. Dimitrakopoulos), was convener of an ESRC Research Seminar, ‘Modelling Political Accountability: Principal-Agent in Government and Politics’ (with Peter John, Bill Tompson and Catherine Waddams), and was a member of the 'Connecting Excellence on European Governance' (Connex) network. He is currently working on projects on the European Commission (with Michael Bauer, Renaud Dehousse, Liesbet Hooghe, John Peterson, and Andy Thompson), EU coordination (with Anand Menon and Guy Peters), the national coordination of EU policy in the new member states (with Vesselin Dimitrov), and several aspects of EU competition policy, including the ECN (with Kathryn Wright), national competition authorities (with Kathryn Wright) and on the institutionalisation of DG IV (with Assem Dandashley and Hagen Streb).

‘The European Commission in Question’ wins the endorsement of the Commission President.
European Commission President, José Manuel Barroso, has given his endorsement on the project led by Professor Hussein Kassim in the School of Political, Social and International Studies at UEA.
“‘The Commission of the 21st Century’ has produced the largest and richest data set on attitudes of Commission officials ever uncovered. The project’s findings will help us make the Commission a more efficient and effective administration that better serves European citizens. I am also proud of the fact that we have actively assisted an independent and purely scientific study without fear of the results and with a genuine desire to learn more about the overall feelings and motivation of the people that work for this unique organisation."
The project, which conducted by an international team of leading EU scholars and funded by the UK Economic and Social Research Council, investigates how the Commission has confronted the recent challenges of administrative reform and enlargement. It is based on original source material, collected through an on-line survey conducted in autumn 2008 and two rounds of face-to-face interviews with Commissioners, cabinet members and Commission officials. Work continues on the analysis of the data. The findings will be presented at a series of workshops and conferences in the spring and summer of 2010, and will form the basis of monograph to be published by Oxford University Press. New research monograph
Air Transport and the European Union. Europeanization and its Limits, co-authored with Handley Stevens, was published by Palgrave in December 2009. The book investigates how the EU has revolutionised European aviation since the 1980s. It examines how the EU became involved in the sector despite the determined resistance of national governments, explores the impact of EU policy and policy making in the member states, and traces the effects of the EU’s emergence on the international system that governs the sector. It argues for a greater appreciation of how international factors structure opportunities for EU intervention and contributes to the theoretical debate about Europeanization.
