Much of the public involvement with planning for nuclear warfare involved thinking about how to keep services running after an attack.

Many organisations had war plans - or a role in other plans. British Rail had to think about evacuation possibilities, the GPO had to consider telecommunications and the postal service after a nuclear attack. The Electricity Board, Gas Board, Water Board, County, District and Parish Councils, Police, NHS hospitals, bus and ferry companies and many others all had roles to play.
